w3c - the world wide web consortium

the main organization in charge of maintaining and approving web technology standards. keepers of the html, css, dom, and xml specs.

ietf - internet engineering task force

so they sound like an elite group of fighters from a 70's comic, but they actually maintain the standards for much of the internet's infrastructure and architecture (things like tcp, ip, ppp, uri/url, etc).
